Marcia Colburn, MSW, Public Health Analyst, HRSA, Federal Office of Rural Health Policy

Marcia has worked at the Health Resources Services Administration Federal Office of Rural Health Policy (FORHP) for over 10 years. Currently, she is the Program Coordinator for the Rural Communities Opioid Response Program (RCORP) - Technical Assistance and a Project Officer for RCORP Behavioral Health Care Support Program. Her effort supports RCORP, a multi-year initiative that addresses barriers to treatment for substance use disorder (SUD), including opioid use disorder (OUD), and works toward the HHS goal of ending the opioid epidemic.

Formerly, she has worked in the Community Based Division as Program Coordinator for two pilot programs – the Rural Network Allied Health Training Program and the Rural Health Information Technology Network Development Program. Both programs supported the development of rural health networks that focused on activities that achieved efficiencies; expanded access to, coordinated, and improved the quality of essential health care services; and strengthened the rural health care system as a whole. 

Prior to working at HRSA, Marcia worked in behavioral health, in substance abuse treatment and prevention, for over 20 years. Her responsibilities included substance abuse administrator, school-based prevention counselor, outpatient treatment and methadone maintenance counselor, coordinator of youth and family services, project director for federal grants as well as providing technical assistance for federal contracts.

Marcia obtained her bachelor’s degree in Sociology from Morgan State University (Baltimore, Maryland) and her MSW from Adelphi University (Garden City, New York).
