Since 2018, Jillian has served as a Public Health Analyst in FORHP’s Community-Based Division, where she led the Rural Health Network Development Program, which is a $13.8 million multi-year rural public health grant program that supports integrated health care networks through the work of 44 award recipients. She also managed the Rural Health Network Development Planning Program for four years. Prior to joining FORHP, Jillian served as a Public Health Analyst for HRSA’s Bureau of Primary Healthcare’s Office of Quality Improvement, where she led and implemented substance use disorder Project ECHO initiatives, a telehealth project that provided clinicians peer support for those providing pain management care, and collaborated with the CDC to develop the HIV toolkit for health centers integrating HIV services into primary care settings. Jillian began her federal career as a Grants Management Specialist at the National Heart, Lung, and Blood Institute at the National Institutes of Health.

Jillian earned a Master of Health Administration degree from the University of Maryland’s School of Public Health and a Bachelor of Science, Health Services Administration, from Ohio University.

Jillian is originally from Columbus, Ohio, but considers Maryland her second home, after recently celebrating being in the area for 10 years!
