Ann Wing currently serves as a Technical Expert Lead for RCORP-TA’s Neonatal Abstinence Syndrome cohort as well as Implementation II, III, and IV.  Mrs. Wing worked with Community Impact Programs to develop, design, and implement Community Impact Programs for children and adults. For her first eight years, she worked with adolescents involved in the justice system and was considered an expert regarding street gangs. Upon moving to Florida, Mrs. Wing coordinated and oversaw health care services for substance use, child welfare, and recovery in an 18-county region. Ms. Wing’s expertise is working with cross-system partners in the integration of justice systems, education institutions, and mental health and substance use services. Mrs. Wing has worked with local law enforcement agencies to provide training, and she assisted in the development of new positions that offered support to deputies/officers that increased their ability to interact with individuals with mental and substance use disorders. The State of Florida has identified Mrs. Wing as an expert in Recovery-Oriented Systems of Care, about which she has provided training to and technical support for various stakeholders. She understands firsthand the impact a natural disaster has on a community; after the devastation of Hurricane Michael, Mrs. Wing worked with community leaders in six counties to ensure crisis services were offered and eventually long-term mental health and substance use service needs were met. Due to her abilities to connect with individuals, agencies, and community leaders, Mrs. Wing was engaged to bring groups together to change their system of care approach as it related to crisis services and needs during recovery. She minimizes challenges, focuses on communities’ strengths and willingness to bring about change, and understands that individuals, stakeholders, and leaders know their communities best.
