Lea Carroll (FORHP)

Lea Carroll is a Project Officer and Program Coordinator in the Federal Office of Rural Health Policy’s Rural Strategic Initiatives Division. In this capacity, she has supported Rural Communities Opioid Response Program (RCORP) Implementation grantees and currently manages the FY21 RCORP Implementation cohort, which has 77 grantees receiving a total of $77 million. She also participates on HHS’s Behavioral Health Coordinating Council, participating in a workgroup addressing naloxone access and availability. 

She previously worked in HRSA’s Immediate Office of the Administer, where she supported activities such as the HHS Rural Health Task Force and Rural Action Plan, HHS/FEMA COVID-19 Healthcare Resilience Task Force, Advancing American Kidney Health Initiative, and publication of collections on maternal health and populations HRSA serves. Prior to HRSA, she was at the U.S. Department of Commerce, and before coming to the DC area, she was at a public opinion research company in Ohio, where she worked with local organizations. She holds an MPA from American University and a BA from Walsh University.

Lea values working directly with grantees and learning how each one contextualizes RCORP programs to fit their communities. She admires the grantees’ innovation and passion, and she appreciates all the knowledge she has learned from the TELs.  In her spare time, she enjoys reading, hiking, attending concerts, and watching movies (her sister calls her a “Fan of the Cinema”). She loves spending time with her large family, especially when playing card games and baking cookies for the holidays.
