Kyle W. Sargent (JBS)

Kyle Sargent has served communities in Colorado and across the country in various organizational and community strategic planning, collaboration and facilitation, funding and development, public policy, management, research and analysis, and other consulting roles for over 25 years. He currently works with state agencies, non-profits, and other community organizations to develop strategies to improve organizational structure and capacity, impact, and financial stability. Kyle is leading or working on projects to research, analyze, and provide recommendations for state behavioral health and educational systems.

Prior to his current consulting work, he spent nearly nine years as a program officer in one of the three largest health-focused private foundations in the United States. In this role, Kyle created, led, and managed a portfolio of over $60 million  with projects in multiple topic areas, including outreach and enrollment, community engagement, health insurance, built environment, advocacy, data and evaluation, public health, and safety net health clinics.

He also previously served as the Policy Manager for the Tri-County Health Department’s federal Communities Putting Prevention to Work grant, where he managed five staff and oversaw policy development, contracts and grantmaking, evaluation, and technical assistance activities regarding Built Environment and Health Eating/Active Living efforts in the 26 cities, 3 counties, and 15 school districts in the metro Denver region, including urban and rural communities.

Prior to working in public health, Kyle was a member of the senior management team at the Division of Mental Health (now Behavioral Health) within the Colorado Department of Human Services, serving as the Director of Planning and Analysis. He wrote and managed the state’s federal Community Mental Health Services Block Grant, and he also was responsible for policy, legislative, community relations, and contractual aspects of Colorado’s public mental health system, including serving as a liaison to other agencies and departments, such as Medicaid. He was the co-Principal Investigator on Colorado’s federal Data Infrastructure Grant. Kyle also has served as a consultant to the federal government regarding the community mental health block grant program and to other states, including in South Dakota, Idaho, and Alaska, regarding their health and behavioral health systems. He also has experience in the restaurant industry as a general manager.

Kyle earned an MPP and a bachelor’s degree in Public and International Affairs from the University of Denver. He volunteers as a coach for hockey and rugby, and he serves as the president of his local park and recreation special district. Kyle enlisted in the U. S. Navy Reserve out of high school and served in Operations Desert Shield and Desert Storm. A resident of Colorado since 1983, he lives in Littleton with his wife and four children.
