The intersection of opioid abuse, particularly injection drug use (IDU), and HIV is well documented; in fact, IDU is the second most frequent route of HIV transmission. Injection drug use, either directly or via sexual contact with an IDU partner, accounts for one-third of the estimated AIDS cases since the beginning of the epidemic, and 18 percent of new infections in the United States.

This session provided a summary of the FY 21 Psychostimulant support grant year one findings and tips for ROCRP PS data collection. It provided insights into stigma associated with people who use stimulants and are impacted by stimulants as well as ways to address reducing stigma.

This “Regional Emergency Disaster Response Preparedness Plan for Substance Use Disorder” workshop was designed to provide attendees with information on the importance of developing a plan to support populations with SUD/OUD during a disaster. Attendees heard how community members in rural and small urban communities are working together to ensure services and supports are available to populations with SUD during a disaster.

The University of Rochester Recovery Center of Excellence, one of three FORHP-supported Rural Centers of Excellence on Substance Use Disorder, has developed comprehensive training on the treatment of opioid use disorder (OUD) in primary care. This no-cost training prepares providers and staff to deliver evidence-based care to patients. Continuing education credits are available.

Presenters will discuss how racial inequity, assimilation, risk factors, and historical and immigration trauma have created a landscape where there is a critical need for person centered, culturally respectful and relevant mental health and SUD/OUD supports and service delivery for Latino people. The Drug Enforcement Administration (DEA) announced proposed rules for the prescribing of controlled medications via telemedicine beyond the end of the COVID-19 public health emergency. One rule addresses the expansion of induction of buprenorphine via telemedicine encounter while the other covers telemedicine prescribing of controlled substances when the practitioner and the patient have not had a prior in-person medical evaluation. While opioid use disorders occur at similar rates in both rural and urban areas, medication assisted treatment (MAT) prescribers have been disproportionately located in urban areas. The public will be able to comment on the proposed rules until March 31st.
