As state policymakers confront the substance use disorder (SUD) epidemic, they require a wide range of data – often found in disparate systems – to understand its impact and craft more effective treatment programs and interventions. This report explores best practices and sources for data gathering and describes how states can help communities access and use data to support local efforts.

In light of the accelerating and rapidly evolving overdose crisis in the United States (US), new strategies are needed to address the epidemic and to efficiently engage and retain individuals in care for opioid use disorder (OUD). Moreover, there is an increasing need for novel approaches to using health data to identify gaps in the cascade of care for persons with OUD.

This session will walk through the strategic plan template provided by JBS International in the Grantee Onboarding Packet for HRSA RCORP-Planning Grantees. During this workshop style webinar, facilitators will walk grantees through the template section by section, discussing the required elements and providing examples of each section. Grantees will learn how to use their data to determine problem statements, goals, objectives, and outcomes for their strategic plan as well as how to include metrics to successfully track their progress.

This program brief highlights the Alliance for Prevention and Wellness (APW) use of Overdose Detection Mapping Application Program (ODMAP) data to target a broad range of substance use prevention and education activities to ZIP codes with the highest rate of overdoses. OMNI Institute, in partnership with the JBS RCORP-TA team, created the Spring 2023 Data Learning Collaborative for all RCORP grant recipients. These sessions built the foundation for data learning, and we dove into data-related topics during each month’s skills-building session.

This session highlighted the ways in which data from RCORP consortia are used, how service capacity and access have changed, and whether there is evidence that the health status of rural residents is improving. This LC will build upon the foundation established in the prior 2022 RCORP-TA Data Learning Collaborative.

Researchers used claims and enrollment data from Tennessee’s Medicaid program to develop an algorithm measuring five types of ACEs: maltreatment and peer violence, foster care and family disruption, maternal mental illness, maternal substance use disorder, and abuse of the mother. Recent recommendations from the National Advisory Committee on Rural Health & Human Services included stronger data collection that analyzes rural-urban differences.
