We began with a critical examination of the history of family separation in the US to lay the groundwork for a discussion of both provider and patient trust and mistrust. The stigma and discrimination that pregnant, postpartum, and parenting people with substance use disorder was explored. We concluded with concrete suggestions to improve provider wellness, child development, and community cohesion.

This webinar provided RCORP grantees with the tools to complete a disparities impact statement, to support efforts to address populations in rural communities that have historically suffered from poorer health outcomes and health inequities as a part of the prevention, treatment, and recovery of SUD/OUD.

The Disparities Impact Statement (DIS) template is a deliverable for this project that you will be required to complete. There was a webinar discussing the DIS for all relevant cohorts on November 15, 2022. This webinar provided RCORP grantees with the tools to complete a disparities impact statement, to support efforts to address populations in rural communities that have historically suffered from poorer health outcomes and health inequities as a part of the prevention, treatment, and recovery of SUD/OUD. We strongly encourage you to review these documents or listen to the recording when it is posted to the RCORP- TA portal at a later date. This session shared recent trend data on opioid and methamphetamine use, overdose rates, and the prevalence of neonatal abstinence syndrome in rural places across the U.S. In addition, data was presented on who is treating opioid use disorder in rural places and on the health workforce providing mental health services for rural patients.

The U.S. Government Accountability Office (GAO) published a new report to Congress on access to obstetric care in rural communities. GAO found that the number of rural hospitals providing obstetric services declined from 2004 through 2018. By 2018 more than half of rural counties lacked OB services. OB closures were focused in rural counties that were sparsely populated, had a majority of Black residents, and were considered low income. GAO interviewed stakeholders to identify the most important factors affecting availability of OB care and the efforts federal agencies, states, and others could take to increase availability of services.

During this session, Dr. Lopata discussed federal/HRSA investments focused on improving the health outcomes for and reducing health disparities among maternal and child health populations. More specifically, Dr. Lopata discussed the multiple programs/interventions funded by HRSA that together work (along with federal, state, regional, and local partners) to improve the prevention, screening, and treatment of opioid use disorder during pregnancy and Neonatal Abstinence Syndrome in the United States.

On Monday, the U.S. Department of Health & Human services announced approximately $4 million to four awardees through its Rural Maternity and Obstetrics Management Strategies Program to enhance access to and coordination of obstetric and maternal care in rural communities.

This presentation will focus on the relationship between trauma and substance use as it relates to treatment for women, as well as a discussion of impactful trauma-informed and gender-responsive interventions. The evidence-based interventions will be based on Seeking Safety and Finding Your Best Self models, both of which are present-focused and easily implemented in any treatment setting.

The University of Rochester Recovery Center of Excellence, one of three FORHP-supported Rural Centers of Excellence on Substance Use Disorder, has developed comprehensive training on the treatment of opioid use disorder (OUD) in primary care. This no-cost training prepares providers and staff to deliver evidence-based care to patients. Continuing education credits are available.
