Substance use is a major health issue among individuals in custody, and for these individuals, withdrawal from substances can be life-threatening. Jurisdictions have a pressing responsibility to save lives by implementing policies and protocol that align with legal, regulatory, and clinical standards related to appropriate withdrawal management. Recently released Guidelines for Managing Substance Withdrawal in Jails sets forth best clinical practices and actionable guidance for jails. This presentation discussed readiness for implementation, key components of implementation, and solutions for implementation in local communities and jails.

The first part of this presentation examined and presented medical/physiological aspects of SUD and an overview of the impact of SUD on a small but vulnerable population. Dr. Parker then provided an overview of recent substance abuse prevention and intervention applications within American Indian and Alaska Native communities. She described the trends regarding opioid overdose among American Indian and Alaska Native communities during the global pandemic and discussed opportunities for addressing opioid overdose prevention in the future.

This session highlighted the ways in which data from RCORP consortia are used, how service capacity and access have changed, and whether there is evidence that the health status of rural residents is improving. This session presented resources and elements to consider when planning to collaborate with a local jail to establish pre- and post-release programing and coordination of care and services for individuals with SUD. A real-world example was presented by an RCORP grantee showcasing its First Day Forward Program.

The workshop presented strategies to integrate HIV, hepatitis, and sexual health concerns into services for PWID. The session will focus on communication skills, assessment techniques, and building motivation among PWID to make healthier choices. Mr. Sacco looked at programmatic and clinical-level integration strategies and offered participants an opportunity to assess current service delivery models and develop a plan to enhance care. Mrs. Bell and Ms. Chavis intrdoduce participants to resources and funding opportunities available through HRSA’s HIV/AIDS Bureau (HAB).
