JBS’s Robert Childs discussed the key concepts of harm reduction and evidence-based harm reduction interventions that grantees can implement to reduce overdose in their rural communities. Staff from Arkansas Behavioral Health Integration Network shared lessons learned from their RCORP-Planning grant in gaining buy-in for harm reduction concepts and planning for harm reduction services in rural Arkansas.

Participants learned evidenced-based harm reduction strategies to keep people who use opioids and psychostimulants alive with reduced disease burden. Presenters discussed methods of engaging people who actively use opioids and/or psychostimulants, harm reduction interventions, overdose prevention and response, overamping prevention and response, and linkages to care.

Goals: Increase knowledge of harm reduction principles, strategies, and resources, increase knowledge of managed use, abstinence, and safer use to meet people who use drugs where they are at, provide a safe environment (plenaries and breakouts) to discuss licit and illicit drug use as a multi-faceted phenomenon requiring successful interventions and policies and increase knowledge of stigma as it relates to harm reduction principles and practices.

The information in this document was guided by the vision of the U.S. Department of Health and Human Services’ Office on Women’s Health and lessons learned from a 3-year reentry enhancement project conducted across 3 different reentry organizations. The participating pilot sites were the Resonance Center for Women, Inc., the College and Community Fellowship, and the Institute for Health and Recovery . Using the information compiled through this project, this guide was created by the Substance Abuse and Mental Health Services Administration’s GAINS Center for Behavioral Health and Justice Transformation.

Stigma is a social process linked to power and control which leads to creating stereotypes and assigning labels to those that are considered deviate from the norm or behave “badly” -- stigma creates the social conditions that makes people who use drugs believe they are not deserving of being treated with dignity & respect, perpetuating feelings of fear and isolation. Notably, we want to make sure you’re aware that the site contains a 988 partner toolkit. The partner toolkit is intended for SAMHSA’s 988 implementation partners (crisis call centers, state mental health programs, substance use treatment providers, behavioral health systems, and others) to provide key messages, FAQs, and more information about what 988 is and how it will work.
