On January 18, 2024, the Centers for Medicare & Medicaid Services (CMS) announced the Innovation in Behavioral Health (IBH) Model. IBH is focused on improving quality of care and behavioral and physical health outcomes for Medicaid and Medicare populations with moderate to severe mental health conditions and substance use disorder (SUD).

The Buncombe Bridge to Care (BB2C): Post-Overdose Buprenorphine Field Initiation Program Toolkit was developed by Buncombe County Emergency Services Community Paramedicine and UNC Health Sciences at Mountain Area Health Education Center (MAHEC). This toolkit describes the project and protocols utilized. It is not intended to be a comprehensive guide or manual, but instead to inspire communities to increase access to lifesaving medication for the marginalized community of people who use drugs.

It is designed to help businesses and other employers prevent and respond more effectively to substance misuse among employees, build their workforces through hiring of people in recovery, and develop a recovery-supportive culture.
