This presentation highlighted The Health Wagon’s Rural Communities Opioid Response program, Strengthening and Expanding Substance Use Disorder and Opioid Use Disorder Prevention, Treatment and Recovery Programs in Southwest Virginia. The program is a consortium-based implementation that aims to reduce the morbidity and mortality of substance use disorder (SUD), including opioid use disorder (OUD), in rural communities in Southwest Virginia at the highest risk for SUD.

Researchers at Indiana University conducted one-on-one interviews with clinical providers and other stakeholders in the recovery arena to better understand the slow uptake of the drug most used to treat opioid use disorder. Biases against buprenorphine was the most consistent theme, though the reason for bias differed amongst stakeholders. Clinical providers and behavioral health care providers preferred the abstinence approach rather than use of medications.

Buprenorphine (Suboxone) is an effective treatment for opioid use disorder (OUD). However, there have been widespread reports of diversion and misuse. This study examined motivations for nonprescribed buprenorphine use among rural residents.

Researchers analyzed survey responses to the 2021 Public Health Workforce Interest and Needs Survey to compare rural and urban skill proficiencies, training needs, turnover risk, and experiences of bullying due to work as a public health professional. Among the findings, rural staff had higher likelihood than urban staff of reporting proficiencies in community engagement, data-based decision-making, and in diversity, equity, and inclusion. Rural staff were also more likely than urban staff to report leaving because of stress, experiences of bullying, and avoiding situations that made them think about COVID-19.

Naloxone leave behind programs are a popular public health intervention for combatting the opioid epidemic. These programs are designed for first responders to educate and equip high risk, nonmedical individuals to respond to opioid overdose scenarios. However, stigma and misconceptions regarding naloxone remain common among medical providers, including emergency medical services (EMS) members.

The JBS evaluation team will review and provide guidance on the PIMS measures that are most problematic for grantees and the new PIMS measures that are pending OMB approval. They will also highlight ways that consortiums can use their data dashboards to highlight successes and areas for improvement as they work to obtain funding and motivate and engage stakeholders.
