In 2016, the United States Congress authorized and appropriated funding to fight the opioid epidemic through the Department of Health and Human Services . Among other initiatives, the Comprehensive Addiction and Recovery Act (CARA) gave the Substance Abuse and Mental Health Services Administration authority and support to implement new grant programs focused on preventing overdose and treating individuals with OUD.

This session discussed the barriers typically encountered and workarounds such as money, staff, and location. We encouraged participants to bring successes, near successes, and non-successes in expanding access over the last 3 years.

This presentation included an overview of the Moms Do Care EMPOWER (Engaging Mothers for Positive Outcomes with Early Referrals) program at Baystate Franklin Medical Center (BFMC). We discussed our history and program model.
