Participants will learn evidenced-based harm reduction strategies to keep people who use opioids and psychostimulants alive with reduced disease burden. Presenters will discuss methods of engaging people who actively use opioids and/or psychostimulants, harm reduction interventions, overdose prevention and response, overamping prevention and response, and linkages to care.

This program brief highlights the Alliance for Prevention and Wellness (APW) use of Overdose Detection Mapping Application Program (ODMAP) data to target a broad range of substance use prevention and education activities to ZIP codes with the highest rate of overdoses. We know from RCORP grantees, first responders, hospitals, people who use drugs, the media and other allies that many communities are seeing spikes in overdose (OD) events and deaths since the onset of COVID-19. Sometimes these deaths come at alarming levels because of stretched public health infrastructure and the time it takes to turn around data. The webinar took place on May 26, 2020.

The National Institute on Drug Abuse (NIDA) at the National Institutes of Health has reported that overdose mortality more than tripled for pregnant and postpartum women from 2018 to 2021. Findings from the study referenced by NIDA show that there are significant barriers which can obstruct care for this population living with substance use disorders.

The Centers for Disease Control and Prevention (CDC) funded an evaluation study of post-overdose outreach programs in Massachusetts known as the PRONTO Study. This study group assessed the evidence on post-overdose outreach.

Drug overdose deaths increased 30% in the United States from 2019 to 2020. Known health disparities exist in overdose mortality rates, particularly among certain racial/ethnic minority populations. Implementation of an evidence-based, culturally responsive, multi-sectoral approach is critical to reducing disparities in overdose rates. This includes addressing structural barriers and enhancing efforts such as linkage to care and harm reduction services.
