This “Regional Emergency Disaster Response Preparedness Plan for Substance Use Disorder” workshop was designed to provide attendees with information on the importance of developing a plan to support populations with SUD/OUD during a disaster. Attendees heard how community members in rural and small urban communities are working together to ensure services and supports are available to populations with SUD during a disaster.

Advancing health equity involves ensuring that everyone has a fair and just opportunity to be as healthy as possible. This also applies to behavioral health. In conjunction with quality services, this involves addressing social determinants, such as employment and housing stability, insurance status, proximity to services, culturally responsive care – all of which have an impact on behavioral health outcomes.

Innovative at their inception three decades ago, drug courts confront a practical and ethical obligation to reimagine some core practices and assumptions. A shifting legal and public health landscape means, for example, increased scrutiny of the courts’ focus on abstinence and mandated treatment, and the use of jail. Researchers looked at what happens in rural and urban emergency departments (EDs) when peer-based services are used for patients arriving with opioid use disorder (OUD). The study aimed to find gaps in knowledge for rural EDs and found five key differences from urban counterparts that presented a challenge. Among these was difficulty identifying community partners.

Illuminate Colorado, an RCORP Neonatal Abstinence Syndrome (NAS) grantee, and partners presented on their Tough as a Mother campaign. Tough as a Mother is a statewide campaign launched in May 2020 and has been working to decrease the stigma around maternal substance use disorder. The Illuminate Colorado Team provided an overview of their campaign and how others can access the shared resources, followed by time for Q&A.

This publication highlights the Coordinated Opioid Recovery (CORE) Program in three Florida counties. The program integrates a new facet of Emergency Medical Services known as community paramedics. Since its launch in 2022 in Palm Beach County, Florida, CORE has expanded to include 12 additional Florida counties and takes a coordinated approach to recovery for individuals with SUD.

The Bureau of Justice Assistance and the National Institute of Corrections published the Guidelines for Managing Substance Withdrawal in Jails: A Tool for Local Government Officials, Jail Administrators, Correctional Officers, and Health Care Professionals to help increase access to evidence-based treatment for individuals with SUD and those who are at risk for overdose. There is a high prevalence of SUD among individuals who are incarcerated. Withdrawal while incarcerated is less discussed, but still poses a risk for individuals. The guidelines were created to help jail administrators protect the health and rights of people incarcerated.
