The Centers for Disease Control and Prevention (CDC) want greater awareness of adverse childhood experiences (ACEs) and their connection to high rates of overdose and suicide. This week they announced a new training webpage, UrgentRelatedPreventable.org, designed in collaboration with the American Public Health Association to provide background and talking points. The site explains how exposure to certain events and conditions in childhood have lasting effects on health, well-being, and prosperity far into adulthood. Yesterday, the Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), is announcing two grant programs totaling $25.6 million that will expand access to medication-assisted treatment for opioid use disorder and prevent the misuse of prescription drugs. By reducing barriers to accessing the most effective, evidenced-based treatments, this funding reflects the priorities of HHS' Overdose Prevention Strategy, as well as its new initiative to strengthen the nation's mental health and crisis care systems.

Researchers used claims and enrollment data from Tennessee’s Medicaid program to develop an algorithm measuring five types of ACEs: maltreatment and peer violence, foster care and family disruption, maternal mental illness, maternal substance use disorder, and abuse of the mother. Recent recommendations from the National Advisory Committee on Rural Health & Human Services included stronger data collection that analyzes rural-urban differences.

During this session, Dr. Lopata discussed federal/HRSA investments focused on improving the health outcomes for and reducing health disparities among maternal and child health populations. More specifically, Dr. Lopata discussed the multiple programs/interventions funded by HRSA that together work (along with federal, state, regional, and local partners) to improve the prevention, screening, and treatment of opioid use disorder during pregnancy and Neonatal Abstinence Syndrome in the United States.

Last year, the National Association of County and City Health Officials (NACCHO) launched a resource meant to help local health departments (LHD) prevent or mitigate potentially traumatic events, known as adverse childhood experiences (ACEs). The Suicide, Overdose, and Adverse Childhood Experiences Prevention Capacity Assessment Tool (SPACECAT) allows LHDs to make an internal assessment of their capacity to address and prevent a still-growing public health issue.
