Effective prevention includes Design, Development, and Delivery. This session addressed the critical need to follow the science, what the science is, and how the Randolph County Caring Community (RCCC) has Designed, Developed, and Delivered an evidence-based prevention system in their area. Participants learned how the PROSPER (PROmoting School-community-university Partnerships to Enhance Resilience) model has brought additional partners to its consortium, leading to the use of tested and effective prevention programs.

The Bureau of Justice Assistance and the National Institute of Corrections published the Guidelines for Managing Substance Withdrawal in Jails: A Tool for Local Government Officials, Jail Administrators, Correctional Officers, and Health Care Professionals to help increase access to evidence-based treatment for individuals with SUD and those who are at risk for overdose. There is a high prevalence of SUD among individuals who are incarcerated. Withdrawal while incarcerated is less discussed, but still poses a risk for individuals. The guidelines were created to help jail administrators protect the health and rights of people incarcerated.

The U.S. Department of Health and Human Services (HHS) announced the progress made since the release of the Overdose Prevention Strategy (Strategy) last fall. The new data shows treatment capacity, lives saved from overdose, and commitments to long-term recovery supports, as well as a hopeful trend of a decrease in overdose deaths.

Innovative at their inception three decades ago, drug courts confront a practical and ethical obligation to reimagine some core practices and assumptions. A shifting legal and public health landscape means, for example, increased scrutiny of the courts’ focus on abstinence and mandated treatment, and the use of jail. Drug overdose deaths in the United States hit a record high in 2017, with an estimated 72,000 deaths. Over two-thirds of those deaths, roughly 47,600, were due to opioids.These staggering numbers continued in 2018, as over 67,000 drug overdose deaths occurred, and opioids were involved in rough 46,800 of those overdose deaths.
This roadmap highlights existing state efforts and serves as a policy development tool for Governors and state officials seeking to improve coordination and bolster existing efforts across state agencies to address OUD among people involved in the justice system by expanding access to evidence-based medications.

This Guide on Prevention of Drug Use and Treatment of Drug Use Disorder in Rural Settings was prepared by the United Nations Office on Drugs and Crime Drug Prevention and Health Branch, in the context of the global project Treatnet II: OFID-UNODC Programme to prevent HIV/AIDS through Treatnet Phase II, with the aim of providing an awareness-raising tool and guidance for policymakers, public health officials, local authorities and other stakeholders in dealing with substance use issues in rural settings in their respective countries.
