This technical package provides evidence of the effectiveness of strategies and approaches for supporting successful planning, design, implementation, and sustainability of syringe services programs (SSPs). It provides a broad framework for new and existing SSPs to ensure needs-based service delivery, reduce harms related to injection drug use, and link participants to services that support their health and wellness.

Opioid overdose death rates were reduced in communities where overdose education and nasal naloxone distribution (OEND) was implemented. This study provides observational evidence that by training potential bystanders to prevent, recognize, and respond to opioid overdoses, OEND is an effective intervention.

Over the past 20 years, drug overdose deaths have increased dramatically in the United States. Most of these deaths involved opioids, including prescription pain medications, heroin, and synthetic opioids such as fentanyl. These are called opioid-related overdoses and often occur as a result of respiratory depression caused by opioids, even when other medications and drugs are involved.

More people are dying from overdose now than at any point in history. Individuals learned about three innovative communication campaigns that challenge stigma, center people who use drugs, and build support for harm reduction as a lifesaving strategy to reduce overdose deaths.
