Goals: Increase knowledge of harm reduction principles, strategies, and resources, increase knowledge of managed use, abstinence, and safer use to meet people who use drugs where they are at, provide a safe environment (plenaries and breakouts) to discuss licit and illicit drug use as a multi-faceted phenomenon requiring successful interventions and policies and increase knowledge of stigma as it relates to harm reduction principles and practices.

A shifting legal and public health landscape means, for example, increased scrutiny of the courts’ focus on abstinence and mandated treatment, and the use of jail. Drug overdose deaths increased 30% in the United States from 2019 to 2020. Known health disparities exist in overdose mortality rates, particularly among certain racial/ethnic minority populations. Implementation of an evidence-based, culturally responsive, multi-sectoral approach is critical to reducing disparities in overdose rates. This includes addressing structural barriers and enhancing efforts such as linkage to care and harm reduction services.
