Innovative at their inception three decades ago, drug courts confront a practical and ethical obligation to reimagine some core practices and assumptions. A shifting legal and public health landscape means, for example, increased scrutiny of the courts’ focus on abstinence and mandated treatment, and the use of jail. This panel featured diverse faces and voices representing a variety of recovery experience including elements of medications for opioid use disorder, alcohol-free recreation, harm reduction mutual aid, outdoor hobbies, yoga and meditation, recovery-supportive housing, collegiate recovery, 12-step mutual aid, and more.

Creating and maintaining an open, safe, and inclusive setting that reflects warmth and promotes connection and belonging are essential elements of peer-led, peer-driven, social model recovery homes. Recovery housing and a social recovery approach offer a broad, holistic, multifaceted strategy for rural or urban communities. Presenters explained the role of RH in the continuum of care in this exciting and interactive presentation on emerging topics related to integrating social and medical models of recovery. They focused on emerging issues in rural America resulting from the pandemic, its impact on the rates of substance use disorder (SUD), and use of RH. Presenters emphasized funding for the development of RH, the role of partnerships within the recovery ecosystem, and promising practices involving cross-sector collaboration in housing, corrections, treatment, and recovery supports.

Drug overdose deaths in the United States hit a record high in 2017, with an estimated 72,000 deaths. Over two-thirds of those deaths, roughly 47,600, were due to opioids.These staggering numbers continued in 2018, as over 67,000 drug overdose deaths occurred, and opioids were involved in rough 46,800 of those overdose deaths.
This roadmap highlights existing state efforts and serves as a policy development tool for Governors and state officials seeking to improve coordination and bolster existing efforts across state agencies to address OUD among people involved in the justice system by expanding access to evidence-based medications.

Recovery Housing, Medications for OUD (MOUD), and Emerging Issues
Presenters will explain recovery housing and MOUD in the context of issues emerging in rural America resulting from the pandemic and its impact on the rates of substance use disorder (SUD) and drug overdose. They will discuss the impact of the pandemic on the correctional system and state actions in response to COVID-19 as it affects those with SUD. They will also give an overview of how recovery housing can be developed, especially in rural areas.
