Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS) created this directory based on information obtained from state certification boards for alcohol and substance use professionals, state mental health and substance use disorder authorities, sources identified by the International Certification & Reciprocity Consortium (IC&RC), local and statewide recovery community organizations, and the National Association of State Alcohol and Drug Abuse Directors. With opioid deaths on the rise and fentanyl deaths rapidly increasing, a crisis of this magnitude requires innovative responses at multiple intervention points, including post-overdose, as part of a comprehensive strategy to aid in the treatment of and recovery from opioid use disorders. This article explores law enforcement overdose reversal and post-resuscitation and treatment responses in the newly emerging field of pre-arrest diversion.

We know from RCORP grantees, first responders, hospitals, people who use drugs, the media and other allies that many communities are seeing spikes in overdose (OD) events and deaths since the onset of COVID-19. Sometimes these deaths come at alarming levels because of stretched public health infrastructure and the time it takes to turn around data. The webinar took place on May 26, 2020.

In recent years, much attention in the U.S. has been focused on the opioid crisis, which was responsible for nearly 46,000 overdose deaths in 2018. This crisis initially began to accelerate in the early 2000s with a steady rise in the abuse of prescription pain medications, and beginning around 2010, opioid deaths increasingly involved heroin. As of 2013, the ready availability of potent synthetic opioids such as fentanyl ushered in a new era of rapidly increasing opioid overdose deaths, with the total number of opioid deaths doubling between 2013 and 2018. Deaths involving synthetic opioids have continued to rise very rapidly, even as involvement of commonly prescribed prescription opioids and heroin has leveled off recently.
