Developed for the Puerto Rico Department of Health, this toolkit discusses how to screen pregnant women for substance use, screen infants for prenatal exposure to substances, recognize the signs of NAS, utilize validated screening tools, understand the importance of provider education, and engage pregnant women in the process of treatment and referral.

This toolkit is designed primarily for substance use and child welfare practitioners, as well as other service providers and health system planners who offer services to, or design services with, pregnant women and new mothers who use substances. Much is changing in the substance use and child welfare fields to bring forth approaches that are culturally safe, trauma informed, harm reduction-oriented and participant-driven. This toolkit highlights these advances and invites people working in both systems to think about how we can continue to improve our work, in partnership with the women who use these services.

The National Center on Substance Abuse and Child Welfare (NCSACW), a program of the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Administration on Children, Youth and Families (ACYF), prepared this document to support policy makers, administrators, and service providers. The goal of the document is to foster collaborative responses across multiple systems to improve safety, permanency, and well-being outcomes for infants, recovery for their parents, and to meet the needs of families and caregivers.

Adverse childhood experiences, known as ACEs, are defined by the Centers for Disease Control and Prevention as "potentially traumatic events that occur in childhood." One common example is experienced by children growing up in a household with parents engaged in substance use. This publication is the first in a two-part series addressing the relationship between ACEs and substance use throughout the life cycle, covering substance use as an ACE from infancy through adolescence.

This report provides information on the results of the Cherokee Nation Health Services' (CNHS) hepatitis C elimination program 5 years after implementation. The report finds that the program had success with 99% of patients who completed treatment.
