The UNODC Regional Program Office for Eastern Europe (Kiev, Ukraine), in collaboration with the Humanitarian Action Fund (St. Petersburg, Russia), issues recommendations on web outreach for people who use drugs (PWUD), including people who use new psychoactive substances (NPS).
