As greater numbers of primary care practices and health systems begin to design and implement integrated behavioral health services, there is a growing need for quality measures that are rigorous and appropriate to the specific characteristics of different approaches to integration.

The Centers for Disease Control and Prevention (CDC) looked at data from six states mandated to report on neonatal abstinence syndrome (NAS), a condition that occurs when newborn babies experience withdrawal from drugs. A previous study of these states – Arizona, Florida, Georgia, Kentucky, Tennessee, and Virginia – indicated that the reporting helped determine the prevalence of NAS and identify communities more severely affected. The current report is based on answers to a follow-up questionnaire given to epidemiologists and birth defects program managers from the same six states.

The U.S. Department of Health and Human Services, through its Office for Civil Rights (OCR) and the Substance Abuse and Mental Health Services Administration (SAMHSA), finalized modifications to the Confidentiality of Substance Use Disorder (SUD) Patient Records regulations at 42 CFR part 2 (“Part 2”), which protect the privacy of patients’ SUD treatment records.
