The report Financing Peer Recovery Support: Opportunities to Enhance the Substance Use Disorder Workforce was prepared for the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Financing Reform and Innovation (CFRI) and provides background history of the development of Peer Recovery (PR), including an overview of the current landscape of PR Programs. This report also provides a description of the variation in peer recovery rates, supervision, credentialing, and substance use disorder vs mental health.

The information in this document was guided by the vision of the U.S. Department of Health and Human Services’ Office on Women’s Health and lessons learned from a 3-year reentry enhancement project conducted across 3 different reentry organizations. The participating pilot sites were the Resonance Center for Women, Inc., the College and Community Fellowship, and the Institute for Health and Recovery . Using the information compiled through this project, this guide was created by the Substance Abuse and Mental Health Services Administration’s GAINS Center for Behavioral Health and Justice Transformation.

In 2016, the United States Congress authorized and appropriated funding to fight the opioid epidemic through the Department of Health and Human Services . Among other initiatives, the Comprehensive Addiction and Recovery Act (CARA) gave the Substance Abuse and Mental Health Services Administration authority and support to implement new grant programs focused on preventing overdose and treating individuals with OUD.

The University of Vermont Center on Rural Addiction (UVM CORA), the University of Rochester, and the Fletcher Group have conducted an online survey assessing SUD stigma (including stigmatizing language), treatment needs and barriers, and concerns through the perspectives of rural, RCORP-affiliated practitioners. The data report explores the findings of the survey, including practitioner recommendations on improving access to OUD treatment.
