The U.S. Department of Health and Human Services, through its Office for Civil Rights (OCR) and the Substance Abuse and Mental Health Services Administration (SAMHSA), finalized modifications to the Confidentiality of Substance Use Disorder (SUD) Patient Records regulations at 42 CFR part 2 (“Part 2”), which protect the privacy of patients’ SUD treatment records.

The University of Rochester Recovery Center of Excellence, one of three FORHP-supported Rural Centers of Excellence on Substance Use Disorder, has developed comprehensive training on the treatment of opioid use disorder (OUD) in primary care. This no-cost training prepares providers and staff to deliver evidence-based care to patients. Continuing education credits are available.

The Disparities Impact Statement (DIS) template is a deliverable for this project that you will be required to complete. There was a webinar discussing the DIS for all relevant cohorts on November 15, 2022. This webinar provided RCORP grantees with the tools to complete a disparities impact statement, to support efforts to address populations in rural communities that have historically suffered from poorer health outcomes and health inequities as a part of the prevention, treatment, and recovery of SUD/OUD. We strongly encourage you to review these documents or listen to the recording when it is posted to the RCORP- TA portal at a later date. The purpose of this document is to provide detailed guidelines of the Nurse Care Manager Model of Office Based Addiction Treatment program for management of substance use disorders, with particular emphasis on treatment of opioid use disorder with buprenorphine (alone and in combination with naloxone) and naltrexone (oral and extended-release injectable formulations).

This Rural Health Care Chartbook is part of a family of documents and tools that support the National Healthcare Quality and Disparities Report (NHQDR). The NHQDR includes annual reports to Congress mandated in the Healthcare Research and Quality Act of 1999 (P.L. 106- 129). These reports provide a comprehensive overview of the quality of healthcare received by the general U.S. population and disparities in care experienced by different racial, ethnic, and socioeconomic groups. The reports assess the performance of our health system and identify areas of strength and weakness in the healthcare system along four main axes: access to healthcare, quality of healthcare, disparities in healthcare, and Agency for Healthcare Research and Quality (AHRQ) priority areas. The reports are based on more than 250 measures of quality and disparities covering a broad array of healthcare services and settings. Data are generally available through 2017-2018. The reports are produced with the help of an Interagency Work Group led by AHRQ and submitted on behalf of the Secretary of Health and Human Services (HHS).
