The report Financing Peer Recovery Support: Opportunities to Enhance the Substance Use Disorder Workforce was prepared for the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Financing Reform and Innovation (CFRI) and provides background history of the development of Peer Recovery (PR), including an overview of the current landscape of PR Programs. The National Governors Association and the American Correctional Association recently released a new toolkit on "Expanding Access to Medications for Opioid Use Disorder in Corrections and Community Settings: A Roadmap for States to Reduce Opioid Use Disorder for People in the Justice System."
This roadmap highlights existing state efforts and serves as a policy development tool for Governors and state officials seeking to improve coordination and bolster existing efforts across state agencies to address OUD among people involved in the justice system by expanding access to evidence-based medications. The following are key steps for supporting MOUD in corrections settings.

This report provides recommendations for actions that state and local leaders can take immediately to increase evidence-based practices, decrease arbitrary determinations, and prevent overdose deaths. The report also provides concrete steps that will, in the longterm, help dismantle a siloed system of unequal access and disparities and move towards an integrated system that promotes restorative justice, where people and families are treated with dignity, and where addiction is treated as a health and wellness matter rather than one of moral failing or criminality.

In 2016, the United States Congress authorized and appropriated funding to fight the opioid epidemic through the Department of Health and Human Services . Among other initiatives, the Comprehensive Addiction and Recovery Act (CARA) gave the Substance Abuse and Mental Health Services Administration authority and support to implement new grant programs focused on preventing overdose and treating individuals with OUD.

The University of Vermont Center on Rural Addiction (UVM CORA), the University of Rochester, and the Fletcher Group have conducted an online survey assessing SUD stigma (including stigmatizing language), treatment needs and barriers, and concerns through the perspectives of rural, RCORP-affiliated practitioners. The data report explores the findings of the survey, including practitioner recommendations on improving access to OUD treatment.
