This technical package provides evidence of the effectiveness of strategies and approaches for supporting successful planning, design, implementation, and sustainability of syringe services programs (SSPs). It provides a broad framework for new and existing SSPs to ensure needs-based service delivery, reduce harms related to injection drug use, and link participants to services that support their health and wellness.

Approximately one in six adults in the U.S. lives with a behavioral health condition. Behavioral health continues to be a major focus for the Medicaid program, with many Medicaid health plans providing behavioral health coverage as part of their comprehensive benefits package.

Researchers at Indiana University conducted one-on-one interviews with clinical providers and other stakeholders in the recovery arena to better understand the slow uptake of the drug most used to treat opioid use disorder. Biases against buprenorphine was the most consistent theme, though the reason for bias differed amongst stakeholders. Clinical providers and behavioral health care providers preferred the abstinence approach rather than use of medications.
