This technical package provides evidence of the effectiveness of strategies and approaches for supporting successful planning, design, implementation, and sustainability of syringe services programs (SSPs). It provides a broad framework for new and existing SSPs to ensure needs-based service delivery, reduce harms related to injection drug use, and link participants to services that support their health and wellness.

The Disparities Impact Statement (DIS) template is a deliverable for this project that you will be required to complete. There was a webinar discussing the DIS for all relevant cohorts on November 15, 2022. This webinar provided RCORP grantees with the tools to complete a disparities impact statement, to support efforts to address populations in rural communities that have historically suffered from poorer health outcomes and health inequities as a part of the prevention, treatment, and recovery of SUD/OUD. We strongly encourage you to review these documents or listen to the recording when it is posted to the RCORP- TA portal at a later date. The study explored opportunities for enhanced screening using telehealth and electronic patient-reported outcomes at five HRSA-funded Ryan White HIV/AIDS Program clinics in Alabama – one of seven mostly rural states prioritized for the federal Ending the HIV Epidemic Initiative. While there were concerns among survey respondents around lack of in-person interaction, the study revealed opportunities to expand technology use in rural areas.
