This technical package provides evidence of the effectiveness of strategies and approaches for supporting successful planning, design, implementation, and sustainability of syringe services programs (SSPs). It provides a broad framework for new and existing SSPs to ensure needs-based service delivery, reduce harms related to injection drug use, and link participants to services that support their health and wellness.

In 2015, 33,091 persons in the United States died from an opioid-related drug overdose.The epidemic of opioid overdose deaths has led to expanding the use of naloxone in community settings by non–medically trained bystanders who are often people who use drugs (PWUD). Since 2013, illicitly manufactured fentanyl (IMF), fentanyl analogs, and other synthetic opioids have played an increasing role in overdose deaths in the United States. Illicitly manufactured fentanyl (IMF) prevalence has increased. However, there is uncertainty about naloxone dose(s) used by nonmedical bystanders to reverse opioid overdoses in the context of increasing IMF.

The Disparities Impact Statement (DIS) template is a deliverable for this project that you will be required to complete. There was a webinar discussing the DIS for all relevant cohorts on November 15, 2022. This webinar provided RCORP grantees with the tools to complete a disparities impact statement, to support efforts to address populations in rural communities that have historically suffered from poorer health outcomes and health inequities as a part of the prevention, treatment, and recovery of SUD/OUD. We strongly encourage you to review these documents or listen to the recording when it is posted to the RCORP- TA portal at a later date. In New York City (NYC), there were 2062 overdose fatalities in 2020, the deadliest year on record for NYC and the US. Fentanyl and its analogs were the most common substances involved in overdose deaths in NYC, present in 77% of such deaths in 2020. A characteristic of fentanyl-involved overdose is rapid onset of overdose symptoms; however, with timely administration of oxygen or naloxone, deaths can be averted.
