This toolkit is designed primarily for substance use and child welfare practitioners, as well as other service providers and health system planners who offer services to, or design services with, pregnant women and new mothers who use substances. Much is changing in the substance use and child welfare fields to bring forth approaches that are culturally safe, trauma informed, harm reduction-oriented and participant-driven. This toolkit highlights these advances and invites people working in both systems to think about how we can continue to improve our work, in partnership with the women who use these services.

In 2016, the United States Congress authorized and appropriated funding to fight the opioid epidemic through the Department of Health and Human Services . Among other initiatives, the Comprehensive Addiction and Recovery Act (CARA) gave the Substance Abuse and Mental Health Services Administration authority and support to implement new grant programs focused on preventing overdose and treating individuals with OUD.

The Disparities Impact Statement (DIS) template is a deliverable for this project that you will be required to complete. There was a webinar discussing the DIS for all relevant cohorts on November 15, 2022. This webinar provided RCORP grantees with the tools to complete a disparities impact statement, to support efforts to address populations in rural communities that have historically suffered from poorer health outcomes and health inequities as a part of the prevention, treatment, and recovery of SUD/OUD. We strongly encourage you to review these documents or listen to the recording when it is posted to the RCORP- TA portal at a later date. The University of Rochester Recovery Center of Excellence, one of three FORHP-supported Rural Centers of Excellence on Substance Use Disorder, has developed comprehensive training on the treatment of opioid use disorder (OUD) in primary care. This no-cost training prepares providers and staff to deliver evidence-based care to patients. Continuing education credits are available.
