Hepatitis C: State of Medicaid Access is a collaboration between the Center for Health Law and Policy Innovation of Harvard
Law School (CHLPI) and the National Viral Hepatitis Roundtable (NVHR). The project evaluates hepatitis C (HCV)
treatment restriction policies across state Medicaid programs, including all 50 states, the District of Columbia, and Puerto
Rico (referred to in this report as “states”). The goal of this project is to encourage states and empower advocates to work
toward improved access to curative HCV treatment across all Medicaid programs, in order to ensure that every Medicaid
enrollee who can benefit from this treatment is able to access it.

The first part of this presentation examined and presented medical/physiological aspects of SUD and an overview of the impact of SUD on a small but vulnerable population. Dr. Parker then provided an overview of recent substance abuse prevention and intervention applications within American Indian and Alaska Native communities. She described the trends regarding opioid overdose among American Indian and Alaska Native communities during the global pandemic and discussed opportunities for addressing opioid overdose prevention in the future.

Since 1999, an estimated 841,000 people in the U.S. have died from a drug overdose. Beginning in March 2020, the COVID-19 pandemic significantly exacerbated the overdose crisis resulting in a 30% increase in 2020 compared to 2019. The majority of overdose deaths in the U.S. involve opioids, including nearly 71% of all overdose deaths in 2019.3 Despite high rates of overdose across the nation, overdose and overdose death are preventable. However, people at risk of overdose often face significant challenges accessing treatment and navigating systems of care. Local and state health departments are well-suited to lead and support efforts to prevent and respond to overdose and to link people to evidence-based treatment and services. Peer support services (PSS) are a valuable component of a growing number of overdose response and linkage to care initiatives that can be implemented and supported by local and state health departments.

Recovery Housing, Medications for OUD (MOUD), and Emerging Issues
Presenters will explain recovery housing and MOUD in the context of issues emerging in rural America resulting from the pandemic and its impact on the rates of substance use disorder (SUD) and drug overdose. They will discuss the impact of the pandemic on the correctional system and state actions in response to COVID-19 as it affects those with SUD. They will also give an overview of how recovery housing can be developed, especially in rural areas.

HepVu released new interactive maps visualizing U.S. county-level Hepatitis C-related mortality, illustrating how factors such as age and geographic region affect health outcomes. Published in Hepatology, the data demonstrate that Hepatitis C-related mortality has been decreasing across the U.S. since 2013

This presentation discussed the evolution of North Carolina’s formerly siloed sectors: prevention, treatment, & recovery. The introduction of Recovery Community Center (RCC) funding helped to develop a network of community-based recovery support services. However, when one of NC’s strongest prevention coalitions received RCC funding, they took it to another level. Keeping strongly rooted in its prevention identity, they expanded their growth into authentic recovery support services and non-arrest diversion partnerships with local law enforcement and treatment providers. Implementation II grantee Wilson Substance Prevention Coalition illustrated some of its full continuum of care programming and how it has adapted to the pandemic’s challenges
