The report Financing Peer Recovery Support: Opportunities to Enhance the Substance Use Disorder Workforce was prepared for the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Financing Reform and Innovation (CFRI) and provides background history of the development of Peer Recovery (PR), including an overview of the current landscape of PR Programs. With opioid deaths on the rise and fentanyl deaths rapidly increasing, a crisis of this magnitude requires innovative responses at multiple intervention points, including post-overdose, as part of a comprehensive strategy to aid in the treatment of and recovery from opioid use disorders. This article explores law enforcement overdose reversal and post-resuscitation and treatment responses in the newly emerging field of pre-arrest diversion.

This report provides recommendations for actions that state and local leaders can take immediately to increase evidence-based practices, decrease arbitrary determinations, and prevent overdose deaths. The report also provides concrete steps that will, in the longterm, help dismantle a siloed system of unequal access and disparities and move towards an integrated system that promotes restorative justice, where people and families are treated with dignity, and where addiction is treated as a health and wellness matter rather than one of moral failing or criminality.

Disparities in access to naloxone exist and organizations are working to remove some of these barriers by utilizing innovative methods such as vending machines to distribute the overdose medication. This provides life-saving medication in an accessible way to everyone, although laws vary state to state on the distribution of these tools.
