This Rural Health Care Chartbook is part of a family of documents and tools that support the National Healthcare Quality and Disparities Report (NHQDR). The NHQDR includes annual reports to Congress mandated in the Healthcare Research and Quality Act of 1999 (P.L. 106- 129). These reports provide a comprehensive overview of the quality of healthcare received by the general U.S. population and disparities in care experienced by different racial, ethnic, and socioeconomic groups. The reports assess the performance of our health system and identify areas of strength and weakness in the healthcare system along four main axes: access to healthcare, quality of healthcare, disparities in healthcare, and Agency for Healthcare Research and Quality (AHRQ) priority areas. The reports are based on more than 250 measures of quality and disparities covering a broad array of healthcare services and settings. Data are generally available through 2017-2018. The reports are produced with the help of an Interagency Work Group led by AHRQ and submitted on behalf of the Secretary of Health and Human Services (HHS).

The Center of Excellence for Integrated Health Solutions (funded by Substance Abuse and Mental Health Services Administration and operated by the National Council for Mental Wellbeing) and the School-Based Health Alliance now has a guide to help mental health organizations have successful partnerships with schools as a way to help the mental health and substance use care for K-12 students. The guide provides information to consider, as well as resource recommendations.

yet their access to medications for OUD (MOUD) that meet the standard of care (methadone and/or
buprenorphine) is unknown.
OBJECTIVE To assess the availability of MOUD for the treatment of pregnant individuals with OUD
in US jails.

This updated TIP reviews what is known about treating the medical, psychiatric, and SUD-related problems associated with the use of cocaine and methamphetamine, as well as the misuse of prescription stimulants. The TIP offers recommendations on treatment approaches and maximizing treatment engagement and retention, and strategies for initiating and maintaining abstinence.

Buprenorphine utilization is an effective treatment for opioid use disorder (OUD). Given the recent
increase in child maltreatment reports related to parental substance use, research should explore the correlation between buprenorphine treatment and child maltreatment–related outcomes.

A shifting legal and public health landscape means, for example, increased scrutiny of the courts’ focus on abstinence and mandated treatment, and the use of jail. AHA recently released two case studies focusing on behavioral health in young people. “Community Partnerships: Improving Behavioral Health Access for San Diego’s Youth” focuses on Rady Children’s Hospital in San Diego, which in 2015 set forth a strategic plan to transform mental health by treating the whole child, integrating physical and behavioral health. “Community Partnerships: Improving Behavioral Health Access for Virginia’s Youth” examines the initiative put forth by Children’s Hospital of the King’s Daughters to transform pediatric mental health services through dedication and partnerships.

There are multiple systems that can help individuals to address substance use disorder (SUD). A new report from the Addiction and Public Policy Initiative of the O’Neill Institute for National and Global Health Law at Georgetown Law Center discusses how these multiple systems are often disjointed which creates barriers for those needing to access services for SUD.
