This “Regional Emergency Disaster Response Preparedness Plan for Substance Use Disorder” workshop was designed to provide attendees with information on the importance of developing a plan to support populations with SUD/OUD during a disaster. Attendees heard how community members in rural and small urban communities are working together to ensure services and supports are available to populations with SUD during a disaster.

A shifting legal and public health landscape means, for example, increased scrutiny of the courts’ focus on abstinence and mandated treatment, and the use of jail. A new article in RHIhub's The Rural Monitor describes the community's understanding of Native culture in Gallup, New Mexico to take an effective, holistic community-wide approach to recovery of SUD. The article highlights a community-wide consortium that works hard to tackle the issue of alcohol and substance use disorders through withdrawal management, peer counseling, assisting with housing, and other services.

The Centers for Disease Control and Prevention and the National Organization of State Offices of Rural Health have joined with two philanthropic organizations with experience in minority communities – Well-being and Equity (WE) in the World and Well Being In the Nation (WIN) Network – to collaborate on guidelines for what it will take to bring health equity to rural areas.

The Bureau of Justice Assistance and the National Institute of Corrections published the Guidelines for Managing Substance Withdrawal in Jails: A Tool for Local Government Officials, Jail Administrators, Correctional Officers, and Health Care Professionals to help increase access to evidence-based treatment for individuals with SUD and those who are at risk for overdose. There is a high prevalence of SUD among individuals who are incarcerated. Withdrawal while incarcerated is less discussed, but still poses a risk for individuals. The guidelines were created to help jail administrators protect the health and rights of people incarcerated.
