Effective Harm Reduction Strategies for People Who Actively Use Opioids and/or Psychostimulants
Participants will learn evidenced-based harm reduction strategies to keep people who use opioids and psychostimulants alive with reduced disease burden. Presenters will discuss methods of engaging people who actively use opioids and/or psychostimulants, harm reduction interventions, overdose prevention and response, overamping prevention and response, and linkages to care.

o CAST (calculating for an adequate system tool) produces community-specific assessments of the capacity of the components of a community substance abuse care system. CAST generates recommendations by the application of social and community determinants of health as risk coefficients to each estimate of component need. CAST can assist public health practitioners in evaluation and improvement of the capacity of community-based, substance abuse care systems.

This webinar provided new information on the risks and clinical challenges presented by individuals who use psychostimulants (cocaine, methamphetamine and prescription stimulants). A review of the clinical strategies that are important in working with this population were presented, including psychosocial and medication treatments for those with stimulant use disorder. An analysis of emergency department data shows a rise in nonfatal drug overdoses for youth under 15, from 2016 to 2019. Overdoses among the youngest kids aged 0-14 are relatively rate. However, risk increases with age, as the rate of all drug overdoses among youth aged 15-24 was more than double that of 11-14-year olds. Stimulant overdoses increased for all age groups, while heroin decreased for 15-24-year olds.

Whereas outpatient treatment with medication for opioid use disorder (MOUD) is evidence based, there is a large network of inpatient facilities in the US that are reimbursed by commercial insurers and do not typically offer MOUD. This study is a comparison of rates of overdose and hospitalization after initiation of medication for Opioid Use Disorder in the inpatient vs outpatient setting.

This technical package provides evidence of the effectiveness of strategies and approaches for supporting successful planning, design, implementation, and sustainability of syringe services programs (SSPs). It provides a broad framework for new and existing SSPs to ensure needs-based service delivery, reduce harms related to injection drug use, and link participants to services that support their health and wellness.
