The report Financing Peer Recovery Support: Opportunities to Enhance the Substance Use Disorder Workforce was prepared for the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Financing Reform and Innovation (CFRI) and provides background history of the development of Peer Recovery (PR), including an overview of the current landscape of PR Programs. Over its 36 year history, the Federal Office of Rural Health Policy has provided billions of dollars in funding to increase health care access, strengthen health networks, and focus on care quality improvements for Critical Access Hospitals and small rural hospitals. In fiscal year 2022, the Health Resources and Services Administration (HRSA) – through the Federal Office of Rural Health Policy (FORHP) – provided approximately $408 million in funding to increase health care access, strengthen health networks, and focus on care quality improvements for Critical Access Hospitals and small rural hospitals.

The Federal Office of Rural Health Policy has awarded over $1 million to the Georgia Health Policy Center in a three-year cooperative agreement intended to provide nationwide technical assistance (TA) to rural health care networks responding to COVID-19, pandemic-related workforce shortages. The TA will help rural health care networks expand the public health workforce capacity by supporting job development, training, and placement in rural communities

In August 2022, HRSA announced investments of nearly $60 million in combined awards across five programs to increase access to quality health care in rural communities. These programs address workforce shortages, the sustainability of small rural hospitals, and high quality care to rural veterans.

Participants will be provided an overview on how to appropriately document, code and bill for encounters throughout the SUD/OUD continuum of care following CMS billing rules for FQHCs/RHC. An overview of the opportunities and challenges associated with MAT reimbursement mechanisms including coding and billing for Medicare, managed care, Medicaid, and other third-party payors will also be presented as will a brief description of revenue options for reporting Transitional Care Management, Virtual Communication Services, Telehealth, and other care management services such as Behavioral Health Integration and the Psychiatric Collaborative Care Model.

Documentation, Coding, and Billing for SUD/OUD via Medication-Assisted Treatment (MAT): A Rural and Community Health Focus
The presenter will outline the steps needed to effectively document, code, and bill for services including screening for SUD/OUD and providing care during the induction, stabilization, and maintenance phases of MAT. Individual state Medicaid issues are too numerous and will not be specifically referred to on a state-by-state basis.
