Presenters will discuss how racial inequity, assimilation, risk factors, and historical and immigration trauma have created a landscape where there is a critical need for person centered, culturally respectful and relevant mental health and SUD/OUD supports and service delivery for Latino people. Drug overdose deaths in the United States hit a record high in 2017, with an estimated 72,000 deaths. Over two-thirds of those deaths, roughly 47,600, were due to opioids.These staggering numbers continued in 2018, as over 67,000 drug overdose deaths occurred, and opioids were involved in rough 46,800 of those overdose deaths.
This roadmap highlights existing state efforts and serves as a policy development tool for Governors and state officials seeking to improve coordination and bolster existing efforts across state agencies to address OUD among people involved in the justice system by expanding access to evidence-based medications.

This toolkit is designed primarily for substance use and child welfare practitioners, as well as other service providers and health system planners who offer services to, or design services with, pregnant women and new mothers who use substances. Much is changing in the substance use and child welfare fields to bring forth approaches that are culturally safe, trauma informed, harm reduction-oriented and participant-driven. This toolkit highlights these advances and invites people working in both systems to think about how we can continue to improve our work, in partnership with the women who use these services.
