One Care of Southwest Virginia, Inc.

Project Summary

Established in 2003, One Care of Southwest Virginia (One Care) is a consortium of community leaders dedicated to reducing overdoses and harm associated with Substance Use Disorder (SUD) in the 18 counties and 4 independent cities of their rural Appalachian service area, 15 of which are classified as fully rural. Known for utilizing a collaborative, region-wide approach, the coalition presently includes representation from all health districts and behavioral health authorities in Southwest Virginia, as well as a diverse array of individuals from the social services, health care, higher education, law enforcement, faith-based, and recovery communities. Since its inception, One Care has partnered with a number of local agencies to provide targeted expansions of SUD/OUD services and resources throughout the region. After the Virginia State Health Commissioner declared the opioid addiction crisis a public health emergency in Virginia, One Care successfully applied for an RCORP-Planning grant to conduct a comprehensive strategic planning process and identify potential approaches to alleviate the burden of SUD and OUD in local communities. While opioids were the focus for the planning grant, the need to address the abuse of additional substances, particularly methamphetamine, was brought up by several stakeholders and behavioral health professionals. In 2020, One Care used this feedback and the planning completed in the FY18 RCORP-P award to successfully obtain a 5-year SAMHSA Strategic Prevention Framework (PFS) grant to tackle opioid and methamphetamine use in SWVA Virginia. One Care wishes to build upon the successes of the initial RCORP-P grant while complementing the current prevention work of the PFS award by establishing the Psychostimulant Response Network (PRN). For the PRN, One Care has coalesced around a goal of achieving significant reductions in substance abuse and related social, economic, and health factors throughout the Southwest Virginia service area, with a particular emphasis on methamphetamine.
