HCI will engage community partners to expand services to subpopulations with significant needs for and barriers to services and will develop continuity of care protocols with local hospitals and emergency services. HCI will open MAT Programs at its clinics in Malvern, AR (Hot Spring County), De Queen, AR (Sevier County) and Russellville, AR (Pope County). Services will begin immediately in Malvern as HCI has recently hired a DATA Waived physician to work at that clinic and has a DATA-Waived APRN who currently provides services there. Existing APRNs at both the De Queen and Russellville Clinics will secure a DATA-Waiver in PY1 and a second APRN will be hired for each clinic in PY2 creating a combined ability to provide MAT services to 300 people annually at full capacity. HCI will partner with Turn-Key, a primary care provider who treats inmates at the correctional facilities in each of the service area counties, to develop a transition of care protocol to continue MAT treatment once an inmate is released from a correctional facility. Dr. Tilley will function as Turn-Key's Medical Director and will be involved in the MAT treatment of incarcerated individuals. HCI will also partner with Park West Pharmacy to ensure that patients have affordable and timely access to MAT medication. The pharmacy will establish Drug Take Back sites that will be located within the service area counties. In addition, HCI will work with the Sevier County Medical Center Emergency Department, emergency medical services, ambulance services and law enforcement in each county to expand the use of NARCAN for overdose prevention and develop referral protocols for people who have been treated for an overdose to immediately access MAT services at one of HCI's clinics. HCI will partner with the Arkansas Behavioral Health Integration Network, a current RCORP recipient, to provide additional training and support services for providers, staff and partners to further enhance and expand MAT services.
