Project Summary

This project will follow naturally from a successful 18-month planning phase supported by an RCORP Planning Grant awarded to Adapt in 2020 and will implement those plans over the course of 3 years. The project will continue to target the pervasive problem of opioid abuse and associated harms by implementing a regional model for increased cooperation, communication, and referral between local SUD treatment providers, primary care providers, and other partners through the Hub and Spoke Model. Our community has the components of a Hub and Spoke model with an OTP and several primary care practices that provide office-based MAT services, some with and some without behavioral health supports. While these services have the potential to provide the range of services needed by community members with SUD/OUD needs, providers not using or unaware of referral processes that can prevent having patients drop out of services for periods of time made services sporadic for those who needed higher levels of care. Implementation of this collaborative model will focus community efforts to mitigate opioid related deaths and facilitate treatment at the appropriate level of care for all those struggling with opioid abuse in the target service area. In addition to MAT services, this project will is working to increase supports within the community through increasing access to Naloxone within the rural service area and provide training on overdose prevention and naloxone administration, as well as training and strengthening collaboration with and between law enforcement and first responders to enhance their capability of responding and/or providing emergency treatment to those with SUD/OUD. The catchment area served by this grant includes Douglas County, which has a total population of nearly 110,000 people in a geographical area just smaller than the state of Connecticut. Approximately 80 percent of Douglas County’s population lives outside of Roseburg, the largest population center, creating challenges to providing services of any kind that can reach the rest of the population in outlying areas.
