A proper needs assessment and gap analysis is the foundation for an effective strategic and action plan. A needs assessment is a systematic process that involves identifying and analyzing community needs and assets, prioritizing those needs, and then implementing a plan to address significant unmet needs. The process is dynamic, should involve the community itself, and can often identify unexpected stakeholders or partners to engage in the planning or implementation process. This guidance module discusses the necessary ingredients of these critical planning tools.

The Addiction and Public Policy Initiative collaborated with the Legislative Analysis and Public Policy Association (LAPPA) to write model legislation for access to medication-based treatment for opioid use disorder in correctional settings. Implementing medication-based treatment in jails and prisons is crucial to increasing positive outcomes for incarcerated individuals with substance use disorders.
