The U.S. Department of Health and Human Services
Health Resources and Services Administration’s
(HRSA’s) multi-initiative RCORP program funds a variety
of grant programs each year with the aim of treating
and preventing substance use disorders (SUD),
including opioid use disorders (OUD), for people in
high-risk rural communities to reduce associated
morbidity and mortality by delivering and improving
access to prevention, treatment, and recovery support
services. Given complex and multifaceted nature
of this work, a key feature of the RCORP approach
involves the use of multi-sector networks or
consortiums to build strong partnerships that leverage
the collective assets and perspectives of community
members and organizations to maximize each RCORP
project’s impact.

RCORP investments support community-based
consortiums and networks in applying practical, real world
solutions to amplify the impact of their efforts by
pooling resources, expertise, and influence to
effectively address pressing concerns that might
otherwise be overwhelming. To assist RCORP project
leaders in managing this important collaboration and
keep it moving it forward, this toolkit offers
straightforward tips, tools, and templates that are
intended to help users save time and energy along the
way.
